Coronavirus Relief Fund
Greetings! Our state has received from our federal government 1.25 billion dollars! Yep, that’s with a B as in bravo. Billion! WTH (What the heck??) Well, before you pass out, let’s discuss the rules of engagement that go with this one-time federal windfall.
First of all, if we don’t spend this money here in South Dakota, it will just go to another state to be spent. No, we can’t send portions of it back to bring down our out-of-control national debt. The conservative bone in most of us feels very uncomfortable with these rules of expenditure, but there isn’t a darn thing we can do about it.
With that being said, let’s visit about this one-time windfall of coronavirus money. 1.25 billion?! Mindboggling, isn’t it? I tried getting that amount to come up on my smartphone, but was a couple of zeros short. So, 1.25 billion looks like this: 1,250,000,000.00 I put cents in there for a bigger effect.
Where do we go from here? Through input from all levels of state government, including legislators, we have dispersed $275 million. Most of this money went into the unemployment fund, to reimburse law enforcement, the Dept. of Heath/Hospitals, child care centers and schools. Currently, federal guidelines are for these funds to be spent before the end of our calendar year December 31st, 2020.
Another federal guideline was that this money can’t be spent on lost tax revenue. Gov. Noem and others lobbied hard to get this changed, and the federal government backed off of that requirement. The compromise was that we could use 25% of the 1.25 billion on lost revenue. This was a huge benefit to South Dakota. Some of the executive and legislative branch thought we were going to be forced to tap into our reserves. Fortunately, this doesn’t look like it’s going to be necessary.
So, here is the problem. We have 975 million left to spend and we don’t start the Legislative Session, as per our state constitution, until the 2nd Tuesday in January. That will be January 12, 2021. When session is in place, things are set up with the Legislative Research Council (LRC), who are our support team to help us draw up bills, have committee meetings, and send bills to the floors of the House and the Senate for debate and votes. If passed, the bill goes to the governor for her signature. If the bill is vetoed, we have the option to override it with a 2/3rds vote from both chambers.
What I’m trying to explain is that if we could get this Dec. 31, 2020 deadline for expending this Covid money delayed for at least 90 days, we could process this during the next regular session.
Gov. Noem lobbied hard to get these Covid funds changed so that they could be used for revenue shortfalls and won. She is now engaged in getting the Dec. 31st deadline extended, hopefully for at least 90 days, to March 31st, 2021. This would give us a legislative session to act on this huge responsibility for you, the citizens of South Dakota.
If this doesn’t happen and we are forced to expend these funds no later than Dec. 31, 2020…? Well, that’s a huge problem! To be continued!
