The House and Senate hear Governor Noem’s budget address.
See Governor Noem's budget address on "Goodwin In The House" FB Page!!
Go Army. Beat Navy. The college game of the year was this last Saturday, Dec. 12. Army won 15-0. It was the first time since WWII the game was played on Army’s campus, West Point, New York. Because of so many rescheduling’s and so on from Covid, they play the Air Force Academy, at West Point again, this Saturday, Dec. 19, and the winner of that game gets the Commander In Chief Trophy for having the best football team among the military academies. Army is 8-2 now and looks like they are on track to be 9-2 with a win over Air Force. Remember, you want to sing second, as that means you won the game!
Boy! What a week again! Tuesday we had a joint assembly of the House and Senate to hear Governor Noem’s budget address. Holy smokes is all I can say. All adult South Dakotans should at least read her address. Because of it’s length, 10 pages, I’ve put it up on my Facebook page for you to read. Go to “Goodwin In The House” and there should be a link to Governor Noem’s 2020 budget address.

Just to touch on a couple of items you can see in her speech:
2.4% pay raise for teachers and state employees and
Infrastructure – providing broadband to unserved and underserved South Dakotans. The total estimate is 200 million, including federal and private dollars (100 million in general funds).
Developing a grant program to provide funds needed to improve the state’s capacity to process and store South Dakota raised meat products (5 million in general funds).
Building three new state radio towers in Keystone, Rockerville, and Hill City, as well as enhancing existing towers in Hot Springs and Reliance (3.2 million general funds).
Until next week –
To the citizens of South Dakota and to the men and women in uniform, in honor of all who served, in respectful memory of all who fell, and in great appreciation to those who serve today, Thank You, for giving me the opportunity to represent you.
Tim R. Goodwin, District 30 Representative
