Greetings from Rep. Tim Goodwin, District 30, State capitol of
Pierre, SD 57501. Six weeks down, 3 more weeks plus a veto day left to go!
This session seems to be about finding revenue streams or increasing revenue streams. Translation: Raise taxes and/or feels. Another theme seems to be to whittle away on our freedoms and liberties. Well, I didn’t go to Pierre to raise our taxes/fees or take more of our freedoms away!! Each week I’m going to feature key bills that did, or would have, an effect on our district (30).
Below is an article from the Legislative Bulletin, a publication of the SD Retailers Association, Issue #2, January 30, 2018:
“House Bill 1206 would drop the state tourism tax from 1.5 to 1 percent. That move is opposed by the SD Dept. of Tourism, Visitor Industry Alliance, chambers of commerce, and other groups. SDRA also opposes this proposal.
The 1.5 percent tax is collected by tourism-related businesses, and is used to fund tourism promotion, the South Dakota Arts Council and the state’s Archaeological Research Center. Some businesses that are subject to the tourism tax collect it all year; others, classified as ‘visitor intensive’ businesses, collect it only four months out of the year, from June through September.
The tourism tax was first implemented in 1995, and the rate was set at 1 percent at that time. In 2009, it was temporarily raised to 1.5 percent, and that rate was renewed by Legislature periodically until it was set at that rate permanently in 2013, a move supported by the hospitality industry and by SDRA.
According to the Department of Tourism, the half-penny generates
$4.2 million. Of that amount, about $2.6 million goes to the Department of
Tourism. Their portion is used for cooperative marketing programs, for the four
regional tourism associations, and for community cooperative marketing
programs. Sponsored by Rep. Tom Pischke (R-Dell Rapids) and Sen. Stace
Nelson (R-Fulton), HB 1206 was…consideration by the House Taxation Committee on
Thursday, February 1.”
Being a member of the House Taxation Committee (how convenient), we did some political maneuvering and actually did a motion to raise 1.5 cent tourism tax to 2%. The debate was on! That motion failed by one committee vote!! Next, we sent HB1206 to the 41st day. In real people talk, that means the bill was killed, as we only meet 40 days.
A big thank you for the 500+ emails of encouragement and to all of you who actually drove to Pierre to participate in this important committee hearing. It’s funny, but most of the time, the victories we conservatives get are killing bills!?!
