History Repeats Itself ...
We have all heard the cliché “History Repeats Itself,” right? When the state decided to shut down the STAR Academy, it just choked off juvenile detainees and presto! Because of the dwindling enrollment, it’s not cost effective to continue running STAR Academy. You almost think the governor and his staff stopped juvenile delinquency, and it doesn’t exist anymore.
Come on, tell me the part about history repeating itself. Camp Bob Marshall is primarily a 4H camp. This summer, some 1200 4H’ers are/were scheduled, 100 per week, starting May 15. Once we resisted the land grab for Camp Bob Marshall, the governor and his staff decided to systematically cripple the camp’s ability to provide a great experience for this year’s 4H campers.
How? They cited the bylaws for the nonprofit board, which holds the Forest Service permit for the camp, stating that it will be made up of five state extension agents and six volunteer board members. So, citing a sudden newly-created conflict of interest crisis, the State Extension Director notified the current extension agents on the board, “either resign from your position on this board or resign from your paid position as a full-time extension agent.” The Western SD 4H Camping Assocociation suddenly found itself with half of a board and no quorum to conduct business. Really?!
Next, Donna Bittaker, the State 4H Program Director, told the remaining members that because of a newly “discovered” liability, they could no longer use 4H in their name. I repeat THEY COULD NO LONGER USE 4H IN THEIR NAME. This can’t be happening in South Dakota. She also directed that they couldn’t be connected with 4H in any way. I’m NOT making this up!
The shocked remaining board members now have to apply for a new 501©3 nonprofit status with the IRS. To add insult to injury, because money in their bank account had been generated under their name with 4H in it, it had to be turned over to their office in Brookings. The use of this money was intended to be used for start-up costs of the 4H camps this summer.
Because of this intentional assault on 4H and Camp Bob Marshall, the camp manager resigned, as did the full-time camp cook. Here’s how it sits now: the remaining volunteer board members have found themselves without non-profit status required by the permit, no operating funds, and the first 100 campers are scheduled for May 15, 2017.
Of course, even the blind can see through this one. If Camp Bob Marshall doesn’t operate this year, or has a poor season, it will justify the land grab. And that is exactly how history, as dirty as it gets, repeats itself within the state government of South Dakota.
It is high time that the residents of District 30 stand up to this governor and his administration, and tell him his unethical practices are not going to be tolerated!!
