The legislation session is over ...
we still have a lot of work to do!!
With the legislative session being over, let’s talk about what still needs a lot of work. Listed are four areas that need to be worked out:
- Ag land evaluations
- Nursing homes
- School Aid Formula
- Autism
Ag land evaluations:
Our State Department of Agriculture has a formula where ag land is evaluated on soil type and not the production of that land. In western SD a rancher could have pasture land that has never even been broken up to farm, but because of soil type, the rancher gets charged land tax as if it were crop land. This is not taking into account the history of the land, such as “has it ever grown a crop?” or average annual rainfall amounts. Chances are that if it always has been in pasture, there’s a reason (like not enough moisture) to grow a crop! The estimate I saw is that the state is getting an extra 10 billion in ag land evaluations by using soil formula instead of history and rainfall criteria.
Nursing Homes:
There is no doubt we have a crisis in nursing homes in South Dakota. The rough numbers I heard in testimony are: It costs a nursing home $185 per bed per day to break even. The state Medicaid reimbursement is $135 per bed per day. So the nursing home is losing $50 a day per Medicaid bed.
What we passed was a 10% increase in state Medicaid reimbursement. That equates to $13.50 per day, raising the rate to $148.50 per day per bed. The nursing home, including the 10% increase is still losing $36.50 a day per bed. To say we fixed the nursing home crisis is not true.
Two things come to mind: if the nursing home is a private business or run by a nonprofit, why are the tax payers on the hook in the first place? Also, how many residents through skillful maneuvering of their assets gave the estate to their heirs and now on paper have nothing? Now they fall into the Medicaid reimbursement category. The estate they willed to their heirs could be a multi-million dollar estate. However, the nursing home residents are now on the state’s dole.(?) My thoughts are that if someone is truly down and out and doesn’t have any assets or have used these assets up, then they should be eligible for state Medicaid programs. But for multi-millionaires to be on Medicaid?...it just feels wrong to me.
