Dates for the 2019 Legislative Session
Happy New Year! Now that it’s 2019, let the new year begin. This is a busy week attending last minute events on what issues are important as well as trying to harvest a lion before session starts. Dates for the 2019 legislative session are January 8-March 13, with a veto day Friday, March 29th.
Before session we have the inauguration this Saturday, a big event that will be. I wrote about the inauguration festivities two weeks ago.
Some legislators are pre-dropping bills before this year’s session starts. I’m not against this, and did co-sponsor two bills that are being pre-dropped, but it’s just not my style. A couple of bills I’m working on with the help of LRC, the Legislative Research Council, (this is a pool of lawyers that work on the 3rd floor to assist us drafting bills).
-Initiating a penalty for not issuing a birth or death certificate
-A bill with the 4-Wheeler Association regarding liabilities on forest service land
-MADD (mothers against drunk driving) have a bill regarding if there are children in the car with a drunk driver or if a drunk driver hits a vehicle with children in it. My understanding is that they also wanted to lower blood alcohol level for a DUI, which I’m against, so we’re working that out.
I haven’t decided for sure about a bill I had last year requiring all 105 legislators taking a drug test for ILLEGAL drugs. I’ll keep you posted on my bills and others that impact us as session progresses.
How do you track a bill during this session? The SD Municipalities League published a guide which I’ll try to condense here.
-Step One. Go to the LRC, (our pool of lawyers), website at http://sdlegislature.gov
-Step Two. Click on “session” on the top of the page, and then select “2019 bills”. You can also look up previous years bills here.
-Step Three. If you know the bill number, click on “quick find” and type in the bill number. If you don’t know the bill number, then do a search looking through the subject index
oIf that doesn’t work, email me at Tim.goodwin@sdlegislature.gov and I’ll email you back the number of the bill
-Step Four. Once you find the bill, it will show sponsors, a brief explanation, date the bill was dropped, and to what committee it was assigned.
The hearing date for that bill is next. You are welcome to come and testify for any bill, be it for the bill (proponent), or against the bill, (opponent).
If you are coming to Pierre to testify, you can contact me or Rep. Frye-Mueller, or Sen. Lance Russell, and one of us will go to the committee hearing with you and if necessary, testify on your behalf. If we are already committed, we’ll get another legislator to be with you.
-Step Four continued. Also on this page, it will give you a rundown of all that transpired, so you will know what stage the bill is in. Once the bill hits the floor of the House or the Senate, you can see how each legislator voted. Pretty cool, huh?
In closing, I’d just like to say that our capitol is “the people’s capitol”. It is open for its citizens. Up until 11 am each day, you can walk right up to my desk on the third floor and visit with me. If you want to stay and listen to session, each day usually starting at 2 pm, you can sit in the gallery above us. In fact, my wife, Marcia, is there every day, getting a bird’s eye view of the happenings and she loves company.
