Let's Talk About Admendant X
Greetings! Last week we talked about IM25. Remember? This is the initiated measure that took 13,871
signatures to be on the ballot. This, if
passed by the citizens of SD on Nov. 6, would increase tobacco taxes from 35%
to 55% on ALL tobacco products. It would
cost over $1.00 more per pack on cigarettes, raising the state tax up to $2.53
per pack.
This week let’s talk about a Constitutional Amendment, specifically Amendment X. To get on the ballot, it takes 10% of voters in the last gubernatorial election, making the number of signatures 27,740. I’m not making this up. So how in the world does someone get 27,740 signatures, all of which have to be notarized? Well, the answer is Special Interest Groups. It’s not illegal, nor should it be, to pay signature-getters (there’s got to be a better name for them??). I read that to get this number of signatures, the different pay levels go from $10-$15 per hour to $50-$100 per day, all the way up to $3500 per month. The $3500 per month must be the organizers.!? Because South Dakota has an easier path to getting these signatures, special interest groups finance this project. Imagine the number of signatures a state with a large population would need!
So, let’s get back to Constitutional Amendment X. Of course a constitutional amendment amends our state constitution. In my opinion, it shouldn’t be taken lightly. It also P__S me off, scratch that, let’s just say that it upsets me, that groups outside our state can influence a change to OUR state constitution.
What does Amendment X do? It would increase the threshold of voter approval needed to enact a constitutional amendment from 50% + 1 to 55% of those voting on the amendment. So it makes it harder by 5% to change our state constitution.
My recommendation on Amendment X is a big YES . Oh my goodness, Tim Goodwin is urging us to vote yes at the ballot box!! What’s next, Armageddon?? No, not to my knowledge. A yes vote makes it much harder for outside people to change our state’s constitution. So yes, yes, yes on November 6th on Amendment X.
Thanks for supporting me in my efforts to represent you the residents of District 30: Fall River, Custer and southern Pennington counties.
Tim R. Goodwin, Representative, District 30
