Special Session in Pierre September 11th
Greetings! Big week as the governor has called a special session for this Wednesday, September 12. This means all 105 of us legislators, 35 in the Senate and 70 in the House, are obligated to head to Pierre and vote on whatever bill or bills are proposed. On Tuesday, September 11, hearings are taking place about the proposed legislation. Marcia and I plan on being in Pierre for that also.
I really appreciate my wife Marcia’s willingness to attend the 10-week legislative session and all the other events with me. It’s neat to have a spouse that is as involved and informed as she is. My seatmate, Sam Marty (Perkins County) likes Marcia more than me! Why? Because she packs a lunch for us every day during session. Basically, she feeds him every day, so he thinks she’s the greatest; and she is!
I was invited to attend the Fur Harvester’s Rendezvous in Hermosa this past weekend. I admire this group, as they represent the oldest occupation in South Dakota’s history. What occupation is that? TRAPPING!
Ladies and gentlemen not only is gun ownership under attack in this state, but the right to legally trap fur-bearing animals is also. Game, Fish and Parks (GF&P) is commanded by the Secretary of Game, Fish and Parks. Maybe commanded isn’t the right title, but you get my drift. This position, as all cabinet positions, is appointed by the governor.
Also appointed by the governor is the GF&P Gaming Commission. The gaming here isn’t gambling, it’s wild game. There is criteria that the governor is supposed to meet in selecting this committee, i.e. number of democrats, number of republicans, number of landowners, etc.
Where am I going with this? Well, this body, the GF&P Secretary and the GF&P Gaming Commission decide virtually all matters regarding hunting, fishing, and trapping among a host of other outdoor activities. What’s wrong with that you ask? There isn’t any public ability to hire or fire anyone on the commission or the Secretary. They totally serve at the pleasure of the governor.
It is just the opposite for a state legislator, as we run for re-election every two years. The public hires us or fires us every two years at the ballot box. I believe that’s the way it should be because we represent you, the citizens of our districts.
Let’s use trapping as one example of the train possibly going off the tracks by this system. I attended the monthly GF&P Commission meeting in May 2018, held at Custer State Park (each month the meeting locations are changed). On the agenda was trapping. A pheasant hunter from Sioux Falls was hunting on public land with his son and their hunting dog got caught in a snare. A snare is a wire device that tightens around the animal. In this case the dog had the snare around its paw. The hunter removed the wire snare from his dog. The dog was okay and didn’t even need to be taken to a veterinarian. No big deal, right?
Wrong! The hunter and an anti-trapping group wanted all trapping stopped on all public grounds! They also wanted name plates placed on all traps. Seriously??? The scary part is that this commission can vote all trapping stopped!! Yep, just like that, a politically appointed group, in one hearing, could eliminate trapping on all public grounds. They actually have the power to just eliminate all trapping!
I testified at this meeting that over the last 10 years my lab “Charlie Brown” was caught in a snare, once while duck hunting in the water and once pheasant hunting on dry ground. In both cases I removed the snare, re-set it for the trapper, and continued hunting. Chuck, my lab, was just fine.
So, what happened at the May 2018 GF&P Commission meeting? They voted to curtail certain types of snares; specifically they outlawed dispatch springs on snares on public lands. In one vote this commission changed an industry that has been in e xistence since way before statehood.
