What is a Hog House??
What is a
hog house? Yes, it could be a barn that
has pigs in it. In the legislature it
means a procedure to completely rewrite a bill.
When this is done, it often changes the bill’s original purpose
altogether. Seriously. You could have locked me in a dark room and
fed me bread and water for 30 days, and I never would have come up with this
one. A hog house bill can resurrect a
bill that was killed in committee.
Usually it has a title similar to the bill you want to introduce. So, in essence, the original bill was hog
housed because it was defeated in committee and a new bill was introduced using
this method.
Why would a legislator do that? Why not introduce your bill and make everything look clean and not so confusing? Well, we have a deadline in the legislature to file, or as we call it, “drop” a bill. The deadline this year was January 30. If a constituent has a need or a situation arises with new information, a legislator could go through bills that didn’t make it through committee and do what? Yep, hog house it; and reintroduce a new bill, thus skirting the January 30 deadline. Clear as mud on a pig’s back? Yep.
On February 25th was what we call “Crossover”. No, its not about Easter. Its about the last day for all House bills to be voted on in the House. We stay until all House bills are debated and voted on. In the past, they have covered the clock in our chambers, so we wouldn’t know if we went past midnight. Now, with cell phones, computers, or just plain old-fashioned watches, it’s purely symbolic. Our spouses who stay with us, like M3, Marcia-Marcia-Marcia my wife, provide us with snacks and refreshments as we go as long as it takes.
After Crossover, we take on the Senate bills that made it through the Senate’s committee process.
Once bills are passed, I’ll start writing about what happened and what law changes are going to impact your life, hopefully in a positive way. You’re all safe in three more weeks, because the legislature is out of session. March 13 is our last day.
Seriously, with all the bills piled up, and rapid voting taking place, this is how I plan to vote:
1.Is it Christian? What does the Bible say?
2.Is it Constitutional? What do the S.D. and U.S. Constitutions say?
3.Is it Republican? What does our Republican platform say?
