Week 6 is in the books. Things are really heating up in session. Bills are coming through committees, those that make it; and we’re having a full agenda on the House floor.
I always try to include in these articles something that is educational. To put it in layman’s terms, things I didn’t know or fully understand before I was elected to the legislature. So, our topic is the “41st day”.
This happens in committee hearings after proponent (those for) and opponent (those against) have testified about the bill. Next comes committee discussion and/or action . If the committee isn’t in favor of the bill in the hearing, someone will move to take the bill to the 41st day. It takes a majority vote to send it to the 41st day. Usually the House committees have 13 members, so a majority is 7. If you’re in Pierre and testifying or listening in a committee hearing for the first time, you might think, “what the heck is the 41st day?” Well, it’s a ruse meaning that by law, we only have a 40-day session; moving a bill to the 41st day means the bill is dead. We are done with session and sitting at home on the 41st day.
I attended another cracker-barrel at the School of Mines campus Saturday. President of the School of Mines, Dr. Jim Rankin was there and stayed for the entire event. I really appreciate his presence not only at the cracker-barrels, but as well when he is in Pierre. He’s always accessible and we can agree to disagree on an issue and still be friends. I asked Dr. Rankin after the cracker-barrel Saturday what effect allowing guns on campus would have? He thought a second and then said that he had no problem with guns locked in a student’s car, or in the safe at the university. University students have access to their guns for shooting sports and/or hunting. He did have an objection with guns in the dorm rooms. Fair enough. That debate is on the horizon in Pierre yet this session.

10.SB1076 – Real estate advertised as a team
11.HB1229 – Transparency and oversight of Medicaid
We had two state senators and eight representatives attend the School of Mines cracker-barrel. The Rapid City Chamber sponsors 4 each year, 2 on campus at the School of Mines and 2 at the Vocational Institute in Rapid City also. We have one cracker-barrel left, and that will be at the Vocational Institute off Highway 44 going east out of town. The date is March 2, 2019. Time is 9am-11am. I am one of the legislators who speaks at the beginning. All are invited.
