Veto Day ...
or should I say Veto Days!?!
Greetings! Veto Day, (or should I say Veto Days), has come and gone. We gaveled in caucus at 8:30 am on Monday, March 30th and gaveled out, or traditionally called sine die, at 3:40 am on March 31st. Sine die is Latin for “without assigning a day for further convening”. The tradition of opening both back doors to each chamber, then at the same time, the Speaker of the House looks across the rotunda to the President of the Senate and they gavel out dismissing the legislative session. This protocol didn’t happen because of the Covid-19 virus.
Most legislators stayed home and participated in session via internet. Senator Russell, Representative Frye-Mueller and I attended because we all have poor internet service and we all three felt we should be there.
So, what did we accomplish during our marathon veto day? Here is a list of bills we passed, and all are already signed into law by Governor Noem.
HB 1295 – An act to revise certain provisions regarding contagious disease control and enforcement and to declare an emergency.
HB 1296 – An act to revise the authority of the Governor in times of a disaster, act of terrorism, or emergency and to declare an emergency.
HB 1298 – An act to provide for the postponement of certain elections and to declare an emergency.
SB 20 – An act to create a monitor to review and respond to complaints related to the care provided to youth in the custody or care of certain care facilities, treatment centers, and programs.
SB 75 – An act to provide for a habitat stamp on hunting and fishing licenses.
SB 187 – An act to revise certain provisions regarding reemployment assistance benefits in response to Coronavirus Disease 2019 and to declare an emergency.
SB 188 – An act to account for educational opportunities provided to students during a state of emergency and to declare an emergency.
SB 189 – An act to provide exemptions from certain requirements for the 2019-2020 school year and to declare an emergency.
SB 190 – An act to revise certain driver licensing requirements to allow for an extension during a statewide emergency or disaster and to declare an emergency.
SB 192 – An act to create the small business economic disaster relief subfund, to provide for the transfer of certain funds into the subfund, to authorize the Economic Development Finance Authority to make a grant to the subfund, to provide for the continuous appropriation of the subfund, and to declare an emergency.
SB 193 – An act to revise Senate Bill 38, an act to revise the General Appropriations Act for fiscal year 2020, as previously enacted by the Ninety-fifth Appropriations Act for fiscal year 2020, as previously enacted by the Ninety-fifth Session of the South Dakota Legislature.

Now, ending on a very sad note, Representative Bob Glanzer has passed away. As mentioned last week, Bob and his wife Penny came down with the Coronavirus. Penny is doing much better, but Bob didn’t make it. Bob and I both got elected 4 years ago and served together in many capacities including being in the same whip group. Bob facilitated our Catacomb Caucus we have in the capitol each Wednesday at 7am. Its basically a Bible study/devotional with one person giving testimony of their faith each week. Bob gave each attendee of the Catacomb Caucus a book covering the Bible book Daniel . He also wrote a book called, “You Can’t Unring the Bell.” Both of these I got Bob to autograph and will always cherish. No date has been set for Rep. Glanzer’s funeral, one of the many hardships we are all enduring with this coronavirus crisis. It is too bad because funerals are for the living and give us some type of closure. Thank you, God for sharing Rep. Bob Glanzer with all of us.
