Army wins! Go Army!
Yep, that’s
three in a row for Army. It was a hard
fought game with a final score of Army 17, Navy 10. There are a lot of rivalries, for example,
this weekend SDSU vs NDSU in semi-finals of division 1A football playoffs. However, what makes the Army-Navy game and
the game played against Air Force so unique is those playing on the field and
the academy cadets in the stands are all willing to fight and die for all the
civilians in the stands, and all watching on TV!! Pretty special.
I’m giving a speech this Saturday, December 15, (1-4 pm time frame) about the Second Amendment. Location is VFW in Rapid City. I thought I’d touch on Second Amendment, but before going there, let’s talk about the amendments to the Constitution of the United States of America. There are 27 amendments; all are listed in Roman numerals. We’ll forego that here.
The First Amendment deals with Freedom of Speech. The Fifth Amendment is regarding not having to incriminate oneself (ex: “I plead the 5th”). The Tenth Amendment deals with states’ rights. The 15th Amendment gives both genders the right to vote. The 25th amendment talks about replacing the president. The 28th amendment is about…? Sorry, trick question. There are only 27 amendments. LOL
Probably the most talked about in our district is the 2nd amendment. It is only 27 words, same as the number of amendments. It states, “A well-regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed.” Count them up. Yep, 27 words and 27 amendments; just like there are 66 books in the Bible and South Dakota has 66 counties AND…the Bible came first. I crack myself up!
So, what did the framers of the Constitution mean in a mere 27 words? There have been, still is, and will be much debate. Here is my OPINION: you all have, because of our constitution, a right to your opinion.
Let’s take a “well-regulated militia.” Is that the National Guard? I say no. The National Guard is designed to give each Governor his or, in our case, her (starting January 5th, 2019) own Army and Air Force. You don’t mean Air Force Tim?? Yes, the Air National Guard. Ours (South Dakota’s) is located at Joe Foss Field in Sioux Falls. In both Army and Air services, they have a dual mission. First, as mentioned, they fall under control of each Governor. In fact, the Governor selects the Major General, a two-star, to be their Adjutant General Commander, both of the Army and Air National Guards.
The AG can be Army or Air Guard. Currently, Army MG Tim Reisch is the Adjutant General. The longest serving, 20 years, was MG Duke Corning. He was in the Air Guard. I had the opportunity of being MG Corning’s Aide-de-Camp his last year in command.
Getting back to “well-regulated militia.” I say it is the community arming itself like it did pre-revolutionary war times. Back then arms were necessary to protect yourself, as well as providing food for the table, just like we do in our district.
The “shall not be infringed” segment: to me, that means no restrictions. No concealed weapons permit, or enhanced weapon license, nothing! The Second Amendment is your permit, providing you’re a legal citizen of the United States of America. Our Constitution is only for its citizens. This is called Constitutional Carry. The Constitution, and more specifically, the Second Amendment, is all that you need.
We passed in the legislature Constitutional Carry only to have it vetoed by Governor Daugaard. Of course we did have the opportunity to override his veto, but couldn’t get the votes to do so. In fact, some of the legislators who voted for Constitutional Carry changed their votes when it came time to override the governor’s veto. Boy, I could go on about these ___, but this is a good time to quit.
