Cross Over Day ...
All House Bills Have Had Committee Hearings
District 30 update. Whew! We’re in the heat of session now! Thursday, February 25 was our Crossover Day, meaning all House bills have had a committee hearing, and if passed in committee, an up or down vote on the House floor. In the past this can turn into a very long day with this Crossover Day being no exception.
When we get out of caucus each day, the Sergeant of Arms, who sits behind me in the very back, asks me for a prediction of what time session will end on that day. I have some insight as to the length of session since I’ve got a copy of the bills calendared and have sat through caucus discussing the bills scheduled that day. This is kind of fun, as we make a game out of it. When we adjourn for the day, he gives me a grade on how well I did. On Crossover Day I gave him a predicted time of 1800 hours/6pm. Well, the grade he gave me at adjournment at midnight February 25th was F minus! Boy did I blow that one!
To make the day even longer, we had to recess for a briefing on the gag order handed down from Hyde County Circuit Court Judge saying that we can’t comment on the Attorney General’s situation. So, my answer to any questions regarding that subject from now until the situation has been resolved is, “No comment.” This gag order pertains to executive and legislative branches of state government.
So, what’s happened in the legislature that is worth reading about? My answer is plenty! To start with, HB1217, a bill to promote fairness in women’s sports. This bill is designed so transgender men can’t compete in women’s sports. If a man had a sex change to become a woman, he can no longer compete in high school or college sports as his new gender, female. This bill passed the House by 50 yeas to 17 nays. The prime sponsor was Representative Rhonda Milstead from Sioux Falls.
Representative Milstead hopped on a plane to Florida Friday, February 26th and went to CPAC (Conservative Political Action Conference) to be a speaker at this prestigious gathering. In fact, she had the podium right before our political rock star governor spoke. So, how about that! Two South Dakotans invited to speak at CPAC!!
I used to attend the CPAC conferences every year before I ran for office. In fact, one year I met Mr. Donald Trump and had a long conversation with him. I remember suggesting to him that he should run for president and why. So, you’re asking yourself, “How did little old Tim Goodwin get to have a conversation with Mr. Trump”? Well, he was at CPAC to speak, just like Rep. Milstead and Governor Noem. When he left the stage, I hustled out in the hallway and caught him at the Fox News booth. He was waiting to be interviewed by Sean Hannity. It might have helped that after saying my name, I told him that I lived by Mount Rushmore. Now that certainly got his attention! LOL! Great memories.
A bill that I prime-sponsored received a unanimous vote of approval in the Taxation Committees in both the House and the Senate. HB-1235, as amended, dealt with orphaned pieces of land in Pennington County. These land parcels were less than 40 acres and because of this could not get a deed, so could never be sold or developed. One exception was that if the landowner quit paying the taxes on the land, the county could then order a sheriff’s sale (because of delinquent taxes). The new owner, the highest bidder at auction, would then get a deed. (???) Anyway, HB-1235 fixed that and I got proponent testimony from the Municipal League with no opponent testimony in either body. Its kind of cool to right a wrong and get overwhelming support to do so.
Speaking of sheriff’s sales, the FLDS compound sold at auction also on February 25th at the Custer County Courthouse for $750,000. The lien was for $1.7 million. My understanding is that the new owners get possession and the remainder of the $1.7 million debt applies back with the FLDS LLC. Patrick Pipkin had the $750 K bid. Congratulations Mr. Pipkin!
