"On the Cover of the Rolling Stone."
“On the cover of the Rolling Stone .” Remember that song? Well, we didn’t make the cover, however, we have an article inside the magazine! Seriously! For those of us who don’t subscribe to the Rolling Stone magazine, you can find it at http://www.rollingstone.com/culture/culture-news/warren-jeffs-flds-south-dakota-compound-788509/ The headline reads, “Lawmakers Going After FLDS Polygamy Compound in South Dakota.”
The article is referring to HB-1110, which makes it a Class 2 misdemeanor for failing to obtain a birth and/or death certificate. They list me as “Tom” Goodwin, not Tim, but what the heck? This isn’t about me, it is about all the victims who fall into this category.
We also received the Rapid City Journal’s support in their Sunday addition Feb. 3rd, (page D2) in their editorial entitled, “Ours.” Also, last week we had a front page article on Thursday, January 31, entitled, “House Bill Takes Aim at FLDS Compound”.
Before I go any further, I want to acknowledge the Custer Chronicle as being the tip of the spear when it comes to publishing articles about this compound. Charlie and Norma Najacht, owners of the Chronicle, have worked tirelessly trying to shine a light on the happenings since its construction in 2005. Thank you!
So why all the ink? HB-1110 is a two-page bill you can look up online at sdlegislature.gov. Look at 2019 bills, then type in HB1110, then choose PDF format. It will open on your screen. It’s been a law in SD that you need a birth certificate and a death certificate. However, in the codified law, there is no penalty for not getting a birth or death certificate. HB-1110, as mentioned earlier, does just that. It’s not a huge penalty, but it is a start.
We’re not to the finish line yet. Rep. Frye-Mueller and I testified before the House Judiciary Committee last week, and as it states in Rolling Stone magazine, got a “do pass” with a 12 to 1 vote. What happens next? The bill goes before the entire 70-member House of Representatives for what we call a floor vote. We need a majority vote to pass, which is 36 “aye” votes. If we are successful there, it goes before the Senate Judiciary Committee of which our Senator Lace Russell is the chairman. Once passed there, it goes before the 35 members of our State Senate. We need 18 votes there to send HLB-1110 to Governor Noem for her signature. With her approval, it becomes law on July 1st, 2019, the start of the state’s new fiscal year.
In other news, we passed SB-47 and had a press conference with Governor Noem signing it in the Rotunda of the Capitol last Thursday, January 31st. For those of you who emailed me and asked that I vote against SB-47, here’s what I have to say: When each session starts, before we can act in any official capacity, we are sworn in by the Chief Justice of our State Supreme Court. Here, we take an oath to uphold the Constitution of the State of South Dakota and the Constitution of the United States of America.
So where am I going with this? In our state’s constitution, it has 23 words regarding SB-47. They are, “Right to Bear Arms. The right of the citizens to bear arms in defense of themselves and the state shall not be denied.” In the U.S. Constitution, we have the Second Amendment regarding SB-47. It’s words, “A well-regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed.” There you have it. I voted in favor of SB-47 because if I didn’t, I would be violating my Oath of Office. Period. End of Discussion.
Don’t forget that we have a cracker-barrel this Saturday, February 9, at the Senior Citizen’s Center in Custer at 1pm, and one in Hill City at the Motel 8 at 4pm. Senator Lance Russell, Representative Frye-Mueller and yours truly Tim, (not Tom) Goodwin, will be there, the good Lord willing.
